It's not. Rolling R's is just having fun talking. Some Japanese do it when they're upset but Okayu more or less does not actually get upset so yeah it's for fun. Has nothing to do with her accent. The accent itself is more replacing "ka" with "ga" and dropping some kana in words. You can hear it better when she starts talking really fast.
