Cardio doesnt start really burning energy until about 20-30 minutes into it and if your lungs/heart are not trained you wont get much of anything out of it.
Usually you start by walking and that kicks your metabolism into gear to start burning just barely. Then over time your heart, lungs, and muscles can withstand some more abuse and you are able to jog for awhile. Your metabolism again slightly kicks up but its still almost nothing.
Then once you can jog for 20 minutes+ you will be able to ignore the pain and burn this is when the caloric burn becomes noticeable and worth while.

Cardio is never recommended to neets or fatties starting off as a weightloss its more of a mental training to get you used to dealing with suffering because its so boring, taxing, and it doesnt really feel rewarding until you can get to the point of having a runners high. But it lets you do a comparison in your head

For obese neets i would always reccomend swimming laps first because your joints can handle it, it burns more calories, and its somewhat fun so you can sell a neet on it. Then you move them to weightlifting, cardio, and then sports.
