Tracing art has no benefits for the consumer. You get a derivative, plagiarized product, and if that product does well you see other artists feeling empowered to do it. Why put effort into a work when you can take shortcuts? It's also negative in the long term for an artist's skill as they use it as a shortcut, and of course the person they rip it off from is screwed over.
Encouraging the practice gets you "art" like this.
