Provided info I recall is:

Presumably does have some form of mahou shoujo powers, but it's not clear how she actually attacks, which is why those animations and other fan works always give her anything from "shoot beam" to "shoot rock" to "400 kg punch you in the face."
Pretty hard to scale her without knowing what she does, but given how fucked up Hololive's power scaling is you can probably just safely shove her into the tier list gap between "literally just some human/kemonomimi" and "Council" and be right.
