and not

It's like there is this shadowy cabal, scrutinizing their every movement and making sure they have perfect adherence to the rules, as it's expected.
It must be their guardian angels, keeping them out of trouble

And rightfully so.

Average CCV, median of peak CCV or any of those metrics are definitely *NOT* a measure of "popularity", they're a measure of CCV.
Popularity is something that is not even defined and, if it was, it would be 100% a subjective metric.

As a counterpoint to the CCV = popularity, you can't possibly say Virtual Obaachan is more popular than Sora, Hoshikawa or Patra but she consistently outranks the three in this metric
