You have to remember also that these stories were mostly passed down through oral tradition. Repetition of that sort can be chalked up as either a part of the style or a way to help speakers remember the lines. The tablets read more like a chronicling of deeds and legends that were all coopted into the larger Gilgamesh myth. Each myth has it's own place in the larger story, little morals adding up towards the main big one. Gilgamesh and Enkidu essentially act as the characters that the listeners learn those morals with. They're imperfect but you learn to look up to them anyway because of how much Gilgamesh changes.
