I would it will be similar to being in a war or plague. Forced to stay within the borders until the signal is given. In this case traders heading off to the mainland would have to prepare a failsafe plan for if the land closes up.
I would see foreign nations opting to use /meat/-aligned individuals as traders for they have no qualms to be stuck here for a month when the janny monsoon kicks in.
/meat/ goods would also spike in prices due to the dangers and periods of availability. Spices, fruits, exotic goods, will be stockpiled within the exile periods, ready to be shipped out in bulk the moment people are able to leave.

As per the law and culture of honour, they will not be nationalised by either of the states or the realm federation. However I do not know whether any damages done to them by janny attacks will be compensated. I assume this will be up to writers. But rest assured just because access to the outside world is closed off we will not blame the /nasfaqg/ or /2434/ visitors and put them on the altars. Although some opportunistic individuals might use this chance to influence the foreigners stuck with us.

So after taking into account new information given by the Deadbeat, Founder, and PG, the following changes have been made into the (Flesh&Bone) story proposal.
>Primary Motive
The primary motive of the story is 'icebreaking'. It has been a couple years since the forced truce between /meat/ and /morig/. So no immediate alliance or trade deals.
A military exercise is just that. Like the Deadbeat said, both sides have been annually pointing swords and guns at each other. This time they get to do it again for non-militant reasons. Just two sides venting off pressure through less malicious means.
>Low Level Interaction
Instead of the proposal being made by the ministers of /meat/ and /morig/, this diplomacy event will be on a lower federal/provincial level. Right now it's between the province of Gehenna and the state of Matiriki.
For the Deadbeat side, Gehenna is where Infinitum has their embassy and by proxie friendly Meathead interactions.
For the Meathead side, Ryonaheim lies away from the Gulf and towards the /nasfaqg/ straits. Their naval campaign in means that they rarely interact with the Black Fleet.
This way, interactions will be made between admirals and officials that have never met each other. No personal vendetta in the way.
