I wouldn't really call Towa low energy, and I think the beauty of Peko/Towa is that they're really good at trading blows rather than just one of them being bullied; see the bit in B4B where Towa casually remarked that the old lady was Peko.
Part of what makes Peko/Towa/Botan so good is that Peko and Towa are constantly trading blows with each other while Botan laughs her ass off and contributes jokes of her own.
