No. For stuff sold outside of EU, you pay the online merchant first, then the shipping fee.
It goes through the custom, you get taxed depending on item regulations, which you can't really anticipate as you don't know how the seller will classify the goods for stuff like acrylics stands. Then your transporter will charge you a fee for taking care of this for you.
To give you context, i ordered for about 80 euros, got 35 euros of shipping fee, 20+ custom VAT, and 20+ transporter fee for "dealing with vat".
you could in theory bypass the custom vat by making several small orders, but the shipping fee in nijisanji store case doesn't really make it worth.
