Memory is a hardware issue, Vedal can do small changes to improve her memory but that has extreme diminishing returns and a limit.

The hardware he needs is expensive and not something he'll have access to for a while unless he gets sponsored by some big company, even then it won't be a significant improvement.
Hardware in general has hit something of a limit, we can make hardware slightly more efficient but that's all we can do at the moment which is a massive problem for AI development in general, there's no magic tech advancements like you see in comics/tv/games.
The software can advance and we can develop AI that is very good at doing specific tasks, but Neuro becoming Sapient is likely not happening in our lifetime. Might be something for next century.
