Yugioh has no mana system or any restrictions on how many cards you can use. If you have a card in your hand and you meet the requirements to use it (that are specified on the card itself) you can use it. A lot of decks dump their entire deck onto the field on the first turn. Pot of greed is also a +1 in card economy: You put 1 card into the graveyard but get to draw 2 cards, meaning you have now 1 card more than before.
Compare this to another card that has also been on the banned list and is currently limited to 1 per deck. Upstart Goblin lets you draw one card and gives your opponent 1000 Life Points. You now have exactly the same amount of cards as before in your hand. Still, people used to play 3 copies of the card when it was still possible because it effectively turned your deck from 40 cards to 37. If you had just one copy of pot of greed it would make your 40 card deck into a 38 card deck.
That makes Pot of Greed, the card with the second shortest card text (after the original toon world which only had 2 words) of 3 words "Draw two cards" the strongest card in the game. If it became legal to use 3 copies of Pot of Greed they could simply lower the minimum amount of cards for a deck from 40 to 34 instead because EVERYONE, literally everyone would run three copies of it.
