That guy is literally verified content creator https://qr.ae/pvkLm9 and it's easy to find other mentions of this, one one in their right mind would run ads unless they're like at 10K+ viewers and just before ending stream or having a break.
Twitch ad revenue is a fucking joke, and it's why they've started reworking it last month but mostly for partners so far.
