PS2s shouldn't be that hard to find while thrifting, a Value Village in Canada might have some if not some other local ones.
As for a PS2 capture card, I think there's plenty of ways around that. You could just use a basic upscaler like a Retrotink product, plug in PS2/AV cables, and if you have an Avermedia capture card it'll take the HDMI cable and display it at its resolution of 720 x 480. It won't look great but it's the PS2, there's honestly so much you can do to make that console look good on a modern display anyways.
