Depends on your definition of high tier musician, a lot of jazz musicians in the olden days of yore when jazz was predominantly black it was super common. Nowadays jazz is white as fuck and popular with the highly educated so most players now music theory and shit. If your definition includes pop stars then sure, if you include musicians working in genres where sheet music doesnt really makes sense then yeah (see electronic music).
Women that want to be pop star singers also never bother to learn sheet music or any of the real vocal techniques (see vtubers that want to be singers). What about the men that want to be pop star singers? They never even learn how to sing since men view learning to sing is something that is gay
you could also include every (non classical) guitar player since they are retards that learn how to read tabs in the beginning and never wean themselves of that crutch so they have really no idea what they are doing
