I dunno what you guys think, but the HoloEN girls think its Ame. Ina and Gura in particular put her in the center of literally everything.
It makes sense, lorewise, being the detective leading the investigation.
Also the protagonists are not the most popular ones, being the average person without superpowers is a pretty common trait for protags.

When people say protagonist, they mean lore-wise. She was designed to be "the detective leading the investigation" just like my animes, etc.
It helps that Ame has an unity mentality and is always spreading love to all branches of hololive.
Ina and Gura are always putting her in the center of everything, be it drawings or collabs and protagonists most of the time are not the [strongest] or the [most popular], in fact if you look at idol anime, the protags are normal girls.
Thats where the protagonist thing comes from.
