Proof that a fancy model is just graphics. Think of video game graphics, and how with each new generation, the novelty wears off pretty quickly, but a good game? That will still stay fun regardless. It's an accessory to the stream, not the main draw. Your main trait is how entertaining you are. Personally, I think your voice makes a bigger difference than your model. If you can speak charismatically, it goes a lot further to making you fun to watch.

Here's how I would do it if I ever come up with a character and stream:
-start with a PNG
-just focus on creating a fun atmosphere, since that's what people stay for
-Art is great for promotion and schedules, so that would be my biggest budget slice besides getting a good mic. Building hype on Twitter and furthering fan interaction once you get people excited enough about your character to draw their own fanart is important.
-gradually build up for a 2d model and have a celebration stream when it's done

If you don't get success after a certain time, just don't freak out about it and quit. You've got to know when to fold 'em. Don't dig yourself deeper, thinking if you just drop another $1,000, that you'll suddenly get more viewers.
