The rationale Shiina gave is that the animation was "90% genitals" and she considered it one of the author's most hardcore animations. So I'm guessing she means she was expecting something more vanilla.

Although I'm still confused why she said that both she and management decided to withhold the animation and then when people voiced their disappointment she stammered and said there was nothing she could do. (If it was a collective decision then why isn't she able to change her mind?)
