1. find a moment you like in twitch vod/stream

2. clip the moment you liked

3. in google type twitch clip downloader and select any of the options

4. download the clip that you like by pasting it's URL into the website you chose

5. delete the clip from your clip library on twitch so filian doesn't see the cute moment you clipped and get embarrassed

6. type video to gif/webm into google choose any option I like using ez-gif

7. follow the instructions of the website you chose to turn your video into gif/webm

8. post the result here and don't forget to mention that filian is cute and based

I am sure there are better/easier ways to do this, but that's how i learned to do it when i was in your shoes.
