Holo fandom is a box, the brand counts for a lot. Holomems would only decline if they left Hololive even with their IP intact. Most of them have no outstanding talent outside company brand power either, and as indies would struggle to arrange engaging content and keep consistent schedules. Not to mention industry connections, sponsorships, venues, merch etc. flying right out the window.

The cold hard truth is that the holos are chosen for being just the right kind of mediocre. When the talent know they have no prospects on their own (having had none pre-Holo), it allows the company maintain solid control over their assets while still easily meeting their fanbase's generally low standards for entertainment. IP rights wouldn't change the equation much. Someone like Suisei might go crash and burn solo, but the rest should be cozy enough where they are.

Anyone with any real talent and drive wouldn't want to stick around an operation like this for long. From the rigid 2D avatars to the messy permissions, the (JP corpo) vtuber industry is just far too unambitious, limiting and slow-moving for most aspiring entertainers.
