Hololive is not blacklisted. People still post chinese translated Hololive clips on bilibili today.
Some of the bilibili channels were banned or deleted by the chinks groups that ran the channels (Cover never really ran the accounts themselves) when the Taiwan shit happened and it obviously wasn't worth the trouble and backlash to keep streaming for the chinks when they were throwing a tantrum.
Why they lost permissions for chink games or things like the ASUS incident is because chink antis would harass the companies on social media.
