Treasure had some gems of course. But It'd be hard to top Sega. Consoles,and arcade classics out the ass. Even other developers of the time. Sunsoft made some great games during the 8 bit era. The big companies like Konami(ultra),and Capcom have library's that shit on Treasure.

Being a very slow and methodical game, Revenge of Shinobi is a game anyone can beat if you just play it enough. It doesn't lend itself too much to action and twitch reflexes, instead every encounter must be handled very tactically. It still is a very hard game just because it's you have to play it a lot and fail to learn its quirks, but if anyone can beat, like me who isn't that good at video games, it's a little unfair to just call it a hard game and pile it with those ninja gaidens or contra or battletoads and all of those games who rely on twitch reflex

Revenge of Shinobi isn't that hard, it's mostly about memorization.
Infinite continues games though, in my experience tend to be harder as they're all about skill and less about memorization.
