I'm pretty sure the textures were redrawn for PS1 rather than the same ones just looking bad on Saturn. The PS1 version had more time to cook. I also think the texture warping is at least as important as framerate when we're talking early 32 bit games. One of the N64's biggest claim to fame is it's rock solid texture mapping. People didn't mind that a bunch of games ran like molasses.

I can't think of any game that started on Saturn and got ported to PS1 that was better in every way any more than I can think of the inverse. The systems were so crazy different there was always some conversion fuckery that made the port worse in one way or another.

With sprites, I think the Saturn wins overall. But the PS1 does seem to have a 2D engine in it, it seems. Like an SNES but better. IDK if it has some built in feature that renders polygons on a flat plane, or whatever. That Tomb raider image, the Saturn polygons are really 3D 4-sided sprites. Playstation 1 uses triangle polygons. That are unfitted, no perspective correction. Etc.

The Saturn seems to be able to reach up to 30fps at times. But the framerate will drop pretty heavily when a few enemies appear on screen, or you enter into a large area. PS1 port runs at a steadier 30fps, but still will have framerate issues at spots. PC port is capped at 30fps, and I remember watching a friend play it on their windows 95 PC, and I later bought a copy myself for Windows 98. I could never get hardware rendering to work so played it in software. Always ran at 30 for me at 320x240. In some ways the PS1 version has nicer lighting.

I had Tomb raider for the Saturn as well. I still remeber being impressed by the game, overall. But man, I could feel the framerate tank when a few bats would appear. Or being in a large area. I kinda like the grungy look of the Saturn game. Played it to the end. It still felt like am impressive showcase for a Saturn game. 3D games like Tomb Raider were uncommon on the Saturn, while the PS1 was getting them more frequently after the release of Tomb Raider and Crash. Also, Sony paid for console exclusivity on Tomb raider franchise.

The big thing to remember with Tomb Raider is that on PS1 they were able to run it through Sony's performance analyzer to tell them where they needed to make changes to get better performance. Neither Sega nor Nintendo had tools like that.

Comparing the two versions one of the big things you'll notice is that the draw distance on PS1 is a tad shorter. In some of the big rooms where Saturn really chugs I'd imagine that shorter draw distance could make a huge difference in how much the frame rate drops.
