Looks fine on my CRT at 240p, also, it's cool that it's cart-based game. Since a lot of the game's challenge is collecting the gems and/or getting A/S ranks, you'll be restarting levels a lot. Restarting a level in this game is instantaneous, on a CD-based system it'd be a bit annoying.
I'd also say, the control scheme on MM wouldn't work on just 4 face buttons like on PS, and in the case of dualshock, it'd be clunky to use the analog sticks to dash (double tapping, etc). Saturn could work since it does have 6 face buttons, but really the game was clearly designed around the N64's C-buttons that practically act as a secondary d-pad.

Yes, obviously. The N64 was built around being able to play Mario 64. PS1 and Saturn came out 2 years earlier and they obviously weren't built around being able to do something like that.

The Saturn had better ram, the vdp1 that was better at drawing sprites than psx or n64, and the vdp2 that made backgrounds in 2D games look more impressive than any game made for psx or n64.
