It's a mahjong game. They probably got it in a lot sale but don't know how to play it and can't sell it so they gave it to you to deal with it.

It's a decent game if you know how to play mahjong. It also comes with its own special controller that plugs into the front of the Famicom and I recommend using it (except you don't have it)

His kanji stroke order is wrong, and look at how he wrote the characters バッ when he wrote バッテリーなし (no battery). It's not correct, so he's definitely foreign. Also the Japanese above バッテリーなし isn't correct. And the English handwriting looks like it was written by a native speaker, and it especially looks like it was written by a male.

I think we can safely assume that the guy who sent you the game is an English teacher in Japan and he asked you to throw it away because he doesn't know which trash category to put it into.
