There is no straight answer to this because both sides have decent arguments but both sides also love to use strawman arguments and begging the question. I think it's genuinely a "yes, but also no" situation and a lot of it hinges on cultural differences that cause japanese lolicons to usually not get involved in harming actual kids. That being said, in the eyes of the average japanese person, even if loli and CP are seen as different things, a lolicon might as well be a pedo to them.

As someone that's been more directly involved with furries you are right to make the comparison, but it isn't a rare thing like you describe. I'd say it isn't the majority of furries that wanna bang actual animals, but it's way bigger than almost any other community. So if you go to a gathering with 20 people likely one of them is a zoophile in some capacity. In the same way that there's nothing inherently sexual about mimicking breast jiggle physics, the sexual nature of it is more in the eyes of the viewer than the replication of some aspects of reality.
When I incidentally see the panties of a fantasy robot character doing a jump kick, I don't think anything sexual about it. It's just what it would actually look like. The alternatives are arguably more weird. Creating voids in the sprites, contorting the model in awkward positions, flatout removing the range of movement, changing the clothing style to not fit the character, or whatever else.
I don't fully understand why people assert underwear as inherently sexual when they're just another article of clothing and style that people and characters just happen to need.

Megaman has an actual functioning conscious, similar to X. In Power Fighter 2 he has an internal crisis where he wonders if he's evil for always blowing up Wily's robots instead of trying to talk things out peacefully.

The robots in megaman classic do have self-awareness and emotions, but what separates them from Reploids is the fact that they cannot act upon what they perceive and feel unless programmed to. Wily has to modify them into acting erratically and dangerously.
As for Rock in MM7, it could be that years of experience saving people and making choices, as well as continuous upgrades from Dr. Light eventually resulted in Rock developing a primitive form of agency that ALMOST emerged when he was about to shoot Wily (regardless of localization text because it sure looked like he was about to blast the old man's face right off). Light noticed this and thus began working on X. Is it canon? No, but it makes sense. Even our current-year primitive AI experiments eventually develops its own ideas that skirt the limits of what it's allowed to do, it's not far fetched.

When you rip the contents though, you can tell these particular releases just put the least-processed video media onto the discs. They don't de-telecine or de-interlace anything, I need to get around to fixing my rips sometime but I'm worried about fucking up the filtering and getting them wrong.

I don't think this is entirely true. The games waffle about it to the point that it becomes an exercise in Descartes philosophy. If a robot's programming allows it to appear indistinguishable from human psychology then there is effectively no difference. Because at the other extreme humans are "programmed" too. Our brains are neurons firing electrical impulses that determine everything we do. We're sadly capable of all kinds of neurological degeneration that changes our "programming." The original Mega Man X dealt with this because half of the OG series hadn't been made yet so the original robots weren't given the same depth of personality at the time. But now they're damn near identical to each other.

I suspect that Light built X because of how Rock was clearly having emotional problems from all the fighting and Light had a crisis of conscience. Rock was never meant to fight. He was basically Light's son. He volunteered to be converted to Mega Man because the situation with Wily needed to be dealt with and there was no better alternative at the time. But after Mega Man 7 it was obvious things had taken their toll. Light built X hoping he would be able to live in peace but built him to be battle ready just in case from the start. And comparing the two shows how they differ when it comes to battle fatigue. X will distance himself and cool off when things get too much for him. Rock meanwhile will double down and just power through until he either dies or snaps. X did some fucked up things in service of the Maverick Hunters but he never threatened to murder a guy who at the time was on his knees. Light built X with a better ability to handle the stresses of war.
