Just beat this game for the first time, played on Normal. It was pretty tough but fun. Why do you think it was so popular in the West despite being JP-only?

I got it back then because the preview screenshots were so impressive looking to me. It was very colorful coupled with how much I loved games from Treasure, I got the game before having the system to play it. I think it gained popularity because it was also on the Wii which was pretty popular.

I've played S&P with a gamecube controller and it makes the game actually harder.
As most N64 games that require aiming, it's always best to play it with an original N64 controller, as it was made for the sensibility of its stick. Even if you have a heavily used controller with a loose stick, I can guarantee it still has more precision than a Gamecube, Xbox or PS analog.
Using the c-buttons to mode left and right (and double tapping to dodge) and the Z trigger for the melee attack is also a lot better than using the buttons assigned on the GC controller.
So, yeah, if you're not playing on a real N64, you're already making the game even harder for you.

As for this, I never tried that controller so I dunno about the precission of that stick (it looks like a GC stick though), but for Bangai-O in particular I'd advice using a normal N64 controller, using the left-handed position (d-pad to move, stick to shoot), it's the best way to play it, even the devs themselves recommend that as the best option.
