He's a major writer for Rockstar North not just for GTA, having also worked on Max Payne 3 and Red Dead Redemption for example. Although I honestly don't have much experience with those games so I don't how much the general tone and style of writing carried over, but it's certainly not a requirement for Rockstar North games as a whole, LA Noire and Manhunt didn't have Houser on board and it shows.
