Not really many that could be a mascot. I suppose closest would be Akira from Virtua Fighter. Maybe in a distant second would be Sakura from Sakura Wars because it'd be the second most popular multi game series and saved the Saturn in Japan.

A good 3d Sonic game (which was simply technically impossible) would have helped Saturn outside Japan. A Sonic game within Saturn's limitations would have killed Dreamcast even quicker, since the backlash from a mediocre Saturn Sonic would have resulted in a less enthusiastic DC launch
