The explanation you're looking for is that a developer added it for the hell of it. Likely the truck sprite was unused, originally planned for the game. They surely made loads of unused sprites and objects for all kinds of things that didn't make it into the final game.

The real question is whether or not it was directly related to the S.S. Anne or Vermillion City. I think there's a good chance it was intended to have something to do with the location you find it in. But obviously, I don't think it you were intended to see it directly at the dock. You're looking for a fascinating answer, but there really isn't one. They just put it there.

Using round shapes to make tails, snakes and other similar things is super common in video games. It was done to go past certain technical limitations.

Then, you should notice that the "tail" has 2 colours on the left but one on the right and that the number of round shapes is completely different.

Finally, in the lost woods one, this is most likely not meant to be a "tail" at all. In common general culture, fairies leave trails of light and other magical shit behind them. That doesn't mean fairies are elongated creatures, only that they've been where the remains of light are.

They really fucked up by making Termina a world Majora created in Link's mind just to fight him in. It doesn't make sense that you'd bother creating a fantasy where your victim can fight back and potentially win when you're already in his head and could just turn him retarded or something. It'd have made more sense if it was some kind of mirror world like the Dark World or Lorule. It’s nice that they put thought into it and several of the individual pieces of interconnected lore between games are supported, but it was not made or overseen by veteran developers—it is subject to flaws and errors just as much as a fanmade website.
