I bought this on ebay in the early 2000s. I won't say it's a good game, but it's not bad either. I beat it many times, I liked it. I like the business sim aspect of going out on jobs to gain more money to prepare for the final encounter. IIRC the trick to the stairway is open the doors, some give you health refills.

getting back on topic:
This game falls into that weird Castlevania 2 zone, where there's elements that are definitely good and fun, but also some serious flaws that can't be overlooked.
At first its cool to set up your own little Ghostbusters franchise, buying equipment and driving around the block catching ghosts. But the main gameplay loop gets repetitive quick and the one and only song gets repetitive quicker.
