Is the ps2 a good system for playing 8/16-bit games on a composite crt?

*Component CRT, my bad

Not unless you import Japanese collections with 240p support. 480i is cancer for 8 and 16 bit games.

You will have an easier time forcing 240p on a wii

I have FreeMCBoot and an HDD mod installed, what sort of ISOs should I be looking for?

This is really the way to go

SEGA AGES stuff from M2 has 240p support iirc? I could be mistaken, I'm not really a PlayStation guy.

this, plus wiis are still dirt cheap

The PS2 has the capability to output 240p so that is a big positive.
From there it's just the overall quality of the port or emulation from one case to another. So you need to do a little research for each game.

One big plus for the PS2 is a lot of good controllers available for it.

But there are so many cool arcade sticks for really cheap for the PS1/2.

Will it naturally output 240p for the appropriate game or do I have to force it via fmcb? If so what program?

No, it's terrible. PS1/Saturn was the last time that happened. After that everything started being emulated instead of ported, and usually at the wrong resolution, like 480i
