It isn't a fish eye lens, it is just the way the game world rendered itself. Also that was a fan remake. The real thing on the saturn wouldn't render that much of the world at the once so there wouldn't be any nauseatingly distorted parts of the level to look at in the distance. Videos of the old game actually look pretty okay

It was Naka who came up with the idea of making a fast sidescroller game. Oshima took the concept and imagined a character running around loops and collecting rings.
Yasuhara had the foresight of making the level design multifaceted and not like a Mario game so Yasuhara is the most important but Naka is easily the 2nd most important.
