Even if the bullet doesn't break the shackle, you can do sufficient damage to the locking mechanism in the body of the lock to defeat it. The big thing to watch out for is debris and shrapnel. The bullet will shatter and could potentially penetrate your skin with lead fragments depending on how close you shoot, which is obviously not a good thing.
