With cheat codes and CPU overclock you can reach 60fps in games that couldn't. However, how the game reacts is entirely dependent on the engine. Some games work fine, others get broken.

If you really want something cool play it in native resolution with a good CRT filter, with supersampling turned on. Gives you much high image quality, but at the original resolution

Silent Hill is actually fairly, surprisingly good about culling. It will just freeze in Beetle with PGXP in a few parts, like the Dahlia church cutscene and the bridge operator room shortly after. Think it's fine otherwise.

Texture warping is not some massive flaw in the ps1, it was well worth sacrificing to be able to get it to display that many polygons. Pretty much every pc game from 1995 and 1996 had texture warping for increased speed for example slipstream 5000.
