Allow me to doubt, you reek of console warring faggotry.
That said, MGS has WAY less models and assets than CV64, dunno if I'd say it "looks better". The only impressive thing on MGS is the model of Rex.
As for gameplay... MGS is "3D" but still plays largely like a 2D game, with the top-view camera. Most of the time you'll be playing looking at the radar rather than the actual 3D graphics, as if playing pac-man.
Still, both games are very different so it's not really worth comparing.
You could do better an actually question yourself why does Mystical Ninja starring Goemon looks and plays better than CV64. It has even some of the same developers between the 2 games. But still, CV64 was well received when it came out, it's a decent to good 3D action adventure game of the 5th gen.

If anything CV64 is more similar to Rondo of Blood than any other CV (it even has the same scene of having a whip user and a magic loli, and even reuses some of the music and boss fights, made in 3D, like the water serpent)
