I personally think it's tied. Saturn has a great circular pad, and N64 has basically the SNES d-pad, which is as classic as the cross pad gets.
But yeah I think it could have worked on the Saturn, even though the jets being mapped to the C buttons make more sense since it feels more like a secondary dpad, might feel a bit clunkier on Saturn's but it could still work. Not on PS1 though.
