Sega's arcade division was the only part of the company still firing on all cylinders by that point. The reason the Dreamcast has so many wacky games is because that's what they were having success with in the arcades at the time. The stuff that was developed specifically for the console is all pretty tame in comparison.

Mostly had to do with the fact that it was cheaper to put games on the Dreamcast. I don't remember the exact price points but SEGA charged less per unit and also allowed for smaller runs.

Funny thing is Sony adopted this philosophy. That's why companies like Limited Run Games release on PS4.

Ps2 is when game development staff #s/ budgets started to skyrocket, and also sony wasn't in the business of welcoming any and all developers/titles to the system to help establish a market foothold anymore because they had just spent the last 5 years spanking nintendo and ending sega as it was known. Seems like it came on at a particular time in the Japanese turn-of-the-century zeitgeist. Culturally they seemed to be at maximum zany/quirkiness. I have nothing to back this up, like I wasn’t there, but the Dreamcast seems symptomatic of Japanese pop culture itself from what I remember.

I think you're correct. This sentiment is actually pretty well recognized in Japan. It was a creative boom (or bubble) that covered pretty much all media, but especially technology, at a time when the country was at a peak production capacity in the sense that its education, design and manufacturing were still domestically oriented. There was definitely a movement that video games could be a digital art platform. It wasn't specific to Dreamcast, but for whatever reason the DC does seem to epitomize the trends and aesthetics of that era.
