None of the mainline games no, there has been a few attempts here and there (usually the SFC port), but none of them have ever really gotten off the ground. The spin off series "Girls Side" has had a few translations over the years.

Sorry for the lack of a better answer. My only interaction with the series is the arcade puzzle game, which I enjoyed.

I think it started as the opposite. People were aware that dating sims existed because they were referenced frequently in anime (particularly Excel Saga), but such a minuscule amount of them are translated that people didn't really understand what they were. So when people played the early translated 00s romance heavy visual novels (like Kana Little Sister), people assumed that's what a dating sim was because the interface looks similar. Eventually people realized their mistake and started using "visual novel" for those instead. But people still didn't know what the hell a dating sim was, so games like Tokimeki got lumped in with visual novels (things like Phoenix Wright and fucking Princess Maker sometimes get called visual novels too, just because of the static sprites).

2 is hands down the best. best cast and best side stories. theres even append discs where you can make the girls speak out your actual input name. by default only hikari speaks your name but you can make everyone do it and thats fucking cool.
1 was great but the bombing was fucking ridiculous. once you got 2 girls bombing you, it gets difficult to recover from it and can fuck up your entire run. and trying to get confession from the main girl shiori is an absolute bitch. i know shes the main girl so she should be difficult to get but goddamn does she hate you. konami was smart to reduce the bomb feature in 2.
oh and for those that dont know what i mean by bombing, it means girls talking shit behind you and spreading bullshit rumors about you which in turn makes you lose your popularity with everyone. tokimeki is infamous for this feature and is kind of what differentiated from all the other dating sims game at the time.

dating sims have management system where you have to build the mc stats to attract a specific girl. in tokimeki 1, you have to take girls out to multiple dates to make them like you and by the end, hope for a confession from them.
visual novels are text adventure where you have to make certain decisions to end up with a specific girl/ending. most of the times they have multiple branching routes that can change the story significantly depending on your decision. for example fate stay night.

I feel like I missed out on this experience for having the Saturn version be my first Tokimemo. She's not hard in that one. (Shiori difficulty is the same in the Saturn version as in the PS version, I think?)
