Mupen RetroArch core is decent. You just need to read the documentation and make a couple tweaks depending on your preferences.
I've been using it a lot this past week and I've been pleasantly surprised. I was going to make some webms too, but proving people wrong on 4 channel dot org isn't worth my time. I'd rather play video games.
