In the special stages, Tails moves behind you with a slight delay, and he can easily bump into bombs and cost you rings. It's like driving a semi truck, you have to account for the movement of the trailer.

Yeah, the easy to hard ranking for the special stages is
>Knuckles > Sonic > Sonic & Tails

Knuckles has even lower ring quotas than Sonic, and he exits the special stages with the same number of rings he had going in, so he can just go right to the next checkpoint and jump back in.
