It's supposed to be an AM2 crossover, not a full Sega crossover. That's why it didn't had Sonic vs Gillius Thunderhead on a Alex Kidd stage.

On a sequel give me Space Harrier, Vittua Fighter and Fightin Vipers new characters and some After Burner jet as a secret boss.

Well, the game was intended as a Virtua Fighter x Fighting Vipers crossover, with the other characters as bonus fighters.

Dynamite Dux is AM2 too.

But yeah, a full Sega crossover would sell better. And it would be incredible to see a crossover in an engine like the Virtua Fighter one, so different of zany games like Smash Bros.
