Mario is as neutral and universal as it can, at least the classic 2D games.
In fact SMB1 has a kinda industrial, gritty aesthetic to it, and Mario looks like a shady guy.
In SMB3 and World he had a rather Popeye-esque vibe.
Everything changed with Martinet (and SM64 wasn't even the first Mario game to feature him)
