AoF was always a sort of "cinematic" fighting game, main attraction were the bigass detailed sprites.
Fatal Fury is where it's at. Special has Ryo as unlockable and hidden final boss.

It's not like the two first game at all. AoF2 is a very dynamic fighting game despite the huge sprites. It's fast and there's a nice input buffer so it feels pretty good.

AoF3 is... strange. There's strings, juggles, huge knockdowns with ground attacks, a counter button... It's more like Virtua Fighter than Street Fighter, it's very weird. The characters are incredibly well animated but they feel stiff.
I've been playing a bit more and some characters are way better than others. Ryo is so much more fun to play than Robert.

I love the way it plays personally, but playing like a 3D title when its 2D can wear on you after a while. The Rumble Fish series was similar as it typically 3D mechanics but in a 2D title such as juggling, and grabs having huge priority. They're both still admirable as games, but admittedly flawed. At least Art of Fighting 3 has some of the best pixel art in existence.

Also, the original AoF port on SNES actually had scaling (characters get smaller when further apart) yet I don't think any other SNES port had this (I know the sam shodown port didn't). Why only this one?

It does but not enough to hold all of the full-size character sprites in memory at once, regular NG doesn't have a lot of RAM but it's able to load data from the cart fast enough that loading a large sprite and throwing it away just to load it again a second later is no issue whereas that's not feasible on a CD system
