I'll go with some western games before the SNK background dump begins:
The older Bitmap Brothers stuff's got great pixel art and color palettes (stuff like Chaos Engine or Cadaver. Even the menus look sexy.

Not him, but BoF4 looks gorgeous, I think it's one of the nicest looking games on the system and definitely one of the best 2D/3D mixes. Sprites are all well animated and the palette is really lovely. Emulator screenshots don't do it justice.

-Mickey to Donald- Magical Adventure 3 (part 3, only released in Japan on the SNES)

There is also the "Illusion" series for Genesis/Mega Drive with castle of illusion being the most famous one. However keep in mind that with its more limited color abilities the Genesis by design displays the graphics a lot less color- and beautiful than the SNES could.

I forgot, you can even upscale while maintaining aspect ratio and without blurring and whatnot. Pic related: Left is no blur, right is the upscaled blur I pointed out. I *think* it should be unanimous that the left looks plain better, but then again, that's probably just personal bias.

For the text this is true, however for the charater the right one is better. The left is too pixelly, you arenot supposed to see the individual pixels of his coloring. A CRT would blur this together and it was made with that in mind meaning the right one actually is how it is supposed to be.

I feel like I want some kind of a filter that combines the two - where the blurring only begins a couple of pixels inside of a black outline

The areas of muscle look ok when blurred because that was essentially the effect they wanted, but blurring the text and the sharper details around the head sucks shit. I couldn't do it in paint but if you could have the top of the flames stark and pixellated against the black but the rest of the fire blurred it might look dece

Tried something else - has probably been tried before and probably will be awful for a more complicated scene

Isolated the darkest pixels and the lightest pixels on separate layers, blurred the image and then layered the darkest and lightest pixels over the top of it

You'd hopefully end up with crispier edges and more pronounced highlights? I dunno

A lot of work for a result that imho is not really distingushable or worse than a much easier option.
Right is yours, middle one I took the original and simply applied a bit of good old gaussian blur (0.4 px) to it. Looks pretty much identical- with the difference that in that one the text is even better readable.
