So I've heard that PAL N64s can have S-video through a modded cable. But I also heard that this only counts for the charcoal one and not the Funtastic series. Is this true?

If you have a candy cased N64 you can bet it's a newer revision. Not even all gray ones are first runs, at least as far as performing simple RGB mods on NTSC goes.

You'll need a modified s-video cable to work properly on a pal n64, there is a guy who makes them but the cable is so poorly shielded and has the worst cross hatching I've ever seen.

There are European N64 (NUS-EUR) release in March 1997, and the French N64 (NUS-FRA) released in September 1997.
France is not a PAL country originally but SECAM. so for that product are walking in France, the manufacturer had to PAL / SECAM.
So in France we had the Nes, Snes, Master System and Mega Drive (Genesis) in RGB, then the PS1, Saturn, Dreamcast, PS2, Gamecube and Xbox too.

And why not the N64?
France is the only country in the world that has seen the Genesis sold over the SNES (Nintendo to see France as a non-priority) And in the euro release, there has been a change in the direction of Nintendo France. NUS-FRA is alone with its motherboard component location for RGB, but they are not there! The console is not over!

There is little time a German was able to get Germany Nintendo (Nintendo France no longer exists) the plans of the motherboard of the NUS-FRA, showing the 12 missing component (transistor, resistor, capacitor).

I have never seen a S-video cable to the console sold from 8-bits. I just as the Atari 7800 with S-video, all other consoles output after it is RCA or RGB.
In France all consoles were supplied with an RCA cable (you said the same word for cable with the three jacks red / white and yellow ?) And if we wanted, we had to buy the RGB cable separately.
Some say that the RGB cable is a little better than the S-Video cable and the S-Video is compatible only with NTSC N64.
All NUS-FRA are black, they are the only convertible in RGB. Others who are colorful, are NUS-EUR.

N64 in RGB really makes a big difference and makes those blurry games easier on the eyes.

Because nobody in Europe use S-Video, we have Peritel/Scart for all.
And I use a RGB cable from my SNES for my N64, it is the same socket.
