I've played it to completion (I've posted most of the stuff on GameFAQs about that game). It was a very short game, I think it only had 5 or 6 stages (plus a special stage). Took me less than two hours to finish.

Protip: the game starts on Easy. Go to options to change it to Normal/Hard, or you'll never unlock anything.

I haven't played it but from what I've seen, it's a retelling of the anime with minigames sprinkled around. Mostly story and walking around to inspect things.
By the way, the Sakura Tetris is good so if you like Tetris, be sure to give it a try.

It's an episodic game with two portions: walking around and talking to people, and minigames. Usually minigames were against bosses.
The game came in two CDs because there are a lot of FMVs and voiceovers from the anime (most of the cutscenes are voiced). I don't recall exactly, but I think it has 14 or 15 stages? 8 in one disc and the rest in the other.

It's very short, I think 3 hours long. It doesn't cover the whole anime, only until the beach episode. It has a very extensive Omake mode that you need to expend a lot of points on to unlock everything, and even Pocketstation support. In it, you can download voice clips from the show onto your Pocketstation to play them to your friends. The longer the clip, the more space it takes on the Pockstation.

I've daydreamed about this a lot. Basically a game where you can freely run/rollerblade around Tomoeda, but there are cards scattered around town, and you have to go to their specific spot to confront them. And since the anime adds quite a few cards, if we're including all of them, I figured it would be better if 10 of them were available on the map at once, to tackle in any order you want, and then another 10 will show up in different places.

But I thought it would be kinda cool to have more of an action RPG-ish type of combat to it. Like fighting pic-related for example, pouncing at you with lunging attacks, or summoning lightning directly above you to strike down upon you, using typical dodge rolls to evade the attacks, and being able to hit him with the staff. Of course, whatever cards you currently have available you could use in battle as well. Using The Sword to turn Sakura's staff into a sword to change from bludgeoning damage to slashing damage, or using The Power to give you a huge damage buff. If you want to block and "parry" attacks, you could have that after acquiring The Shield card. The Dash could give an improved dodge roll and running speed during battle. And even basic magic attacks from The Firey, The Windy, The Earthy, and The Watery could be used, and even do extra damage against other elemental cards. (I like to imagine using The Erase is an auto-lose condition, since you're supposed to capture the cards, not destroy them.)

And of course, not every card would be confronted in battle. You go to deal with The Maze, and you get an appropriately maze-like dungeon you have to find the exit in. The Flower would probably play out the same, with trying to find The Flower's location, and once found, it willingly gets captured.

Also, I figured that capturing certain cards would unlock certain features. Capturing The Song could unlock your standard sound test/music player, for example.

Pantyshots is lost art form. Back before porn was widely available all you had was VHS cassettes if you're lucky. Pantyshots used to be something hidden, something special, something not many people would even notice with fast airing of TV translation with no ability to pause or rewind. Only with advent of home storage media like video cassettes people were finally able to pause their recorded shows to discover those rare pantyshots, it was something that was very rewarding and very personal, I wonder how many people broke their VCR players while trying to pause their cassettes for long periods of time which is not good for the health of the cassettes.

I can't really see it working as that genre. Not unless we're imagining Tomoeda with some crazy fucking designs with their buildings. Usually in that kind of genre, you're walled off entirely from certain areas or power-ups until you get a previous one. I can't imagine any of the cards being "trapped" anywhere in town by anything. If I were to try and think of some way to get it to work in a few ways, I'd have maybe a card hiding out on top of a building that you can only get to the top of if you've gotten Jump, or Fly. And usually the "Metroidvania" genre has whole sections of areas that intended to be their own named areas with their own theme. Like how Super Metroid has Maridia, Norfair, Tourian, etc., or how Symphony of The Night has the Outer Wall, the Catacombs, the Chapel, etc. I'm not sure how you'd divide up Sakura's town of Tomoeda into sections that might be walled off by not having certain cards. I would probably just stick to my original idea of a GTA-inspired open-world town that you can just run around everywhere, and the cards are right there to challenge. I imagine trying to do a Metroidvania thing would require taking things in too drastic of a turn, because at that point, it might as well not even be Tomoeda, but basically isekai'd into an entirely new fantasy world where a Metroidvania approach for the cards would make more sense.

Well, more free-form exploration in the vein of GTA, where you can just go anywhere, but entering certain areas will trigger an encounter with the card. But yeah, I'd still have KH/Dark Souls-ish typical action RPG gameplay with dodge rolls, blocks, stuff like that.

Only outlier to the gameplay though is that I can't imagine there being an actual proper levelling system. The series doesn't really have a bunch of enemies or monsters for you to gain EXP from, so it'd be mostly without levels, but gaining abilities through the order of cards you get. Kinda Mega Man-ish in that way. Like, you wouldn't learn how to block from leveling up, but rather capturing The Shield. And other abilities such as long-range magical attacks (from elemental cards like Firey, Windy, etc., or non-elemental cards like The Shot or The Arrow), to utility abilities such as hindering enemy movements with The Woody, confusing an enemy with The Illusion, or teleporting with The Move, would all be acquired not through leveling up, but simply capturing the cards related to them. It'd be less about grinding levels to overpower an attack card you're having trouble fighting, and more looking at the tools available to you, and if you don't think you're equipped well enough, going to capture a different card instead. And many of said cards that could offer combat utility, such as The Shield, or The Move, Sakura never has to fight, it's more a puzzle to uncover them.

I don't think the metroidvania idea would be a bad one, but I also personally would want a normal life half included since it wouldn't feel CCS if it was all about the magical girl parts. For instance the regular girl sections would be the metroidvania gates, progression can be locked by how well you can sneak into places with the cards you have or your progress with character relations or certain calendar events or something.

It's obvious why the official games are VNs and that's because it's what the show lends itself to the most. It's hard to imagine making something serious with it that isn't at least 50%+ story/dialogues.
You'd have to make it like Persona and cards show up based on what day it is. And sure, CLAMP did that one game for Saturn with a swords&sorcery setting.
