In hindsight, Sega should've given Sonic X-treme to Travellers Tales instead of Sega Technical Institute.
Sonic R was only made in about six months, and it looks amazing for a Saturn game.
The game design probably would've been mediocre, though.

it's great because more than a racing game it's an exploration game and it helps that the characters aren't just vehicle shit with slightly different speed/handling values, they are fully realized with unique abilities

Sonic R could potentially have just been a full blown platformer, with a bit of reworking. Maybe that would have been a smart thing to do, once it became clear Xstreme probably wasn't coming out.

It definitely could have, especially as Travellers Tales made a bunch of good 3D platformers immediately after. With as late as R came out (even rushed) there would be no point reworking it into 'the' Sonic game though, the Saturn was already dead. The only fanfic scenario that would be of any help is if TT got the X-Treme call from day one.

People exaggerate how bad the ground was for the Saturn, the genesis didn't sold well (relatively) in its first year either.
Consoles that were weaker and/or harder to produce for have won the console war multiple times, although Sega couldn't possibly be #1 for many reasons that they couldn't realistically fight against.

The Saturn was a product of incompetence and corporate infighting, while other platforms like the N64 were complex due to the technology used in them. The Saturn was not well geared to 3D rendering, which was basically a death sentence during the fifth generation. Either you went 3D, or you were basically left behind. That was the market at the time, for better or for worse. Sega's own exclusives left much to be desired, and failed to show customers why they should ever consider purchasing a Saturn over the PlayStation. Had they been forward looking, they could have carved out a niche of 2D enthusiasts and tripled down on high quality 2D games. The original Rayman was a taste of how good sprite-based games could have looked that generation, and if developers chose to specialize in Saturn development they could really make those kinds of games shine. The Saturn needed a "Sonic Mania" back then, it needed a "Streets of Rage 4" and a "Golden Axe: Revenge of Death Adder" port. Pretty much every classic Sega franchise was absent on the Saturn, and that hurt it's chances the most.

Saturn had Shining, Shining Force, Legend of Oasis, Dark Savior (LandStalker 2), Columns games (only in Japan), weird Golden Axe fighting game, Hang-On GP... Not really many more than that. Not counting Puyo Puyo since that was before the buyout. SEGA CD was basically Genesis on steroids, it had everything the base console had and pushed it even further.

After playing them both I do kind of prefer Die Hard Arcade, though if SEGA and especially Yuzo Koshiro had helped I'm sure it would've been better than what we got. It's still a fun game, though. I find Die Hard Arcade is more beginner friendly and has less wonky controls for things like dropping weapons, iirc it also has actual continues which are strangely missing from Fighting Force

I had Sonic R as a kid and was obviously incredibly disappointed with it because I'd played other sonic games, its main problem is how fucking slow it is. But Metallix and Toy Tails are cool. Looking back now, you can see that Sega were always going to shill shitty knockoff Sonic games premised on a gimmick.

Pretty much yeah, we only got 258 games in North America. Japanese side of the library is what you'd expect, not very different from Super Famicom or N64. People who have never played a SEGA console obsess over the shmups but compared to what the Genesis and Dreamcast had they're nothing spectacular imo, most of them are on PS1 too

There's a few weird platformers like Tryrush Deppy, Super Tempo, and Ninpen Manmaru, but again, it's what you'd expect, nothing on the caliber of a proper Sonic game. We got most of the important exclusives in the west anyway.

That's not really what happened, it began as a Formula 1 racing game before they decided to turn it into a Sonic game. The only real gimmick game I can think of is Spinball which only happened because Casino Night Zone was so popular in Sonic 2
