There's probably some kind of term for this, but just because a game has great presentation and production value doesn't mean it's compensating for mediocre gameplay. Metal Slug is both style AND substance. It's a much more challenging and nuanced game than Contra, and a much better looking and sounding game.

Contra is still a good series of course, and it does have that advantage that the games feel very distinct from one another.

On MAME you have to enable cheats. For some fucking reason the mamedevs are lazy retards who refuse to let you save this setting because they might get 1% more complaints from users using overclock. They also make the bar increment up slow as hell to make it a pain every time.

In MAME core, you can make a save state at the bootup screen of the 400% overclock and then just load it (only works in MAME core as regular MAME save states ignore CPU overclock settings)

Depends what you mean.
Gameplay is ok at best, but that was always the case. Gameplay was never the point of a Metal Slug game. The point was to use graphics, level and boss design and sound/music to tell an immersive "story" through gameplay - story you feel rather that watch.
Kinda like a silent movie, or a textless cartoon. Every level is a creative vignette that orbits around a central theme, and honestly no other run'n'gun does this properly - Gunstar Heroes gets sort of close at times.

The only modern "Metal Slug inspired" game that gets it is Cuphead, even though it plays nothing like Metal Slug - it understand what was good about Cuphead, that good art and good boss design are a kind of storytelling.
