there is a column in the middle where the bubbles will stay put, but otherwise they move to the sides. maybe it's just a fuckup in the NES version, but this level fucking sucks. I eventually managed to beat it by waiting until the "hurry up!", afterwards there's an opening on the right edge long enough to bubble jump up.

There's also a weird effect that happens to devs where the game you're making seems a lot easier than it actually is. I made a space invaders clone once, and adjusted the difficulty to what I liked. Forgot about it for years. Then went back and tried to play it... filtered. Filtered hard. Couldn't even survive a minute.

Anyone know if the NES version follows the arcade version's powerup logic? In the arcade, powerups appear after a certain number of events happen. For example, after X bubbles pop, powerup Y spawns. Is it the same on NES or is it just random?

I watched The Mexican Runner's video of this and he cleared it in about 4 attempts. It's just a simple pattern you have to figure out--shoot a column of bubbles up the sides of the screen to scale your way to the top where the Space Invaders are.
