Fun facts: The SNES version of Spectre makes no mention of the plot of the game which was in the manuals for the Mac original and DOS port. The idea is that you're a hacker who gets burned by someone and stuck in the net without the ability to jack out, thus you need to fight your way out. The game was also ported to the FM Towns in Japan as Megaspectre. The game also had a Mac-exclusive sequel with Spectre Supreme, which added a sub-space to levels(literally below the level), more enemies, traps, and weapons. Later on Spectre was upgraded with the enhancements from Spectre Supreme and given a graphical upgrade and called Spectre VR, which was published on the Mac and for DOS machines.
The additional weapons and sub-space adds so much to the game, I honestly can't recommend anyone playing any Spectre game other than Supreme or VR.

The idea was the game would only be available through rental at first, then be for mass sale later. This was supposed to appeal to companies since they had to pay Nintendo for the carts before they even sold one, keeping the initial cost low while they gauged interest in the game. Then they could order up as many carts as they thought would actually sell. But those games did poorly compared to the popular rentals like MK2 and SF2.
It didn't translate to the sales numbers they thought it would. This is due to the majority of the gamers only getting a new game or two on birthdays and for christmas. So if they rented a game they liked and couldn't get it for one of those two days, they would have had to needed to be really impressed by the game to still want it next year. Which meant putting your game in competition with about two years worth of releases. Funny enough, most devs saw this coming and that's why most the titles are shovelware by Ocean and THQ. Eek the Cat was just a reskin of Sleepwalker, which wasn't very good to begin with.
TL;DR:Blockbuster thought they had a good plan to help devs and get exclusives for themselves. It was a shit plan and everyone knew it.

This doesn't really sound like much of an improvement for casual players. Which is to say, there are no new characters. But apparently this version of the game was another one of those rental-only Blockbuster exclusives, which somewhat makes up for that.

Also the one guide for it at GameFAQs seems to suggest that the balance changes it made were probably pretty good. Too bad they didn't have downloadable patches for console games back then. Of course it might have encouraged incomplete releases which would suck, but I do like the idea of Capcom officially making the dagger less overwhelmingly overpowered in Super Ghouls 'n Ghosts. And of course these fighting games will almost always need tweaking.
Fixing bugs before release should be expected, but perfecting balance before release is not always feasible.
